Cardinal Rugambwa Memorial University College is a Constituent College of the Saint Augustine University of Tanzania established in 2011 as SAUT-Bukoba Centre. In August, 2015 the Tanzania Commission for Universities (TCU) granted the Centre the status of being a constituent college of SAUT and it was thus named Cardinal Rugambwa Memorial University College (CARUMUCO).
Laurean Cardinal Rugambwa was the first African in the history of the Catholic Church to be the first African Catholic Bishop to be created Cardinal (03 March 1960). His achievement as bishop of Rutabo (1952 – 1960), Bukoba (1960 – 1969) and as Archbishop of Dar es Salaam (1969-1993) makes him a tale of two cities, Buhaya and Dar es Salaam.
His contribution to human development in spheres of evangelization and education is witnessed by the Parishes, Schools, Convents, Hospitals, Pastoral centers and Seminaries he erected. Given the nascent history of the person, the primal selection as the first African Cardinal, his vision and contribution to human sustainable development, his name finds a right spot to bear this University College and the Fund.
CARDINAL RUGAMBWA HIGHER EDUCATION FUND (CARUHEF)
Cardinal Rugambwa Higher Education Fund (CARUHEF) is a fund whose main objective is to support the college realise its various goals as it endeavours to become an academic institution of excellence as encapsulated in the CARUMUCO motto “Higher Education for Sustainable Development.”
i. To mobilize the CARUMUCO staff, current students and the alumni to provide financial support to CARUMUCO.
ii. To supplement the current revenue collection options which include tuition fees, grants and income from income generating projects in order to raise money for the college development.
iii. To capitalize on the good will of our friends and stakeholders in fundraising for the worthy cause of providing quality university education.
SCOPE AND FUNCTIONS OF THE FUND
i. The primary function of the Fund is to support CARUMUCO capital development in terms of infrastructure.
ii. To support CARUMUCO academic growth in terms Training, Research and Consultancy.
iii. To support CARUMUCO social development in terms of outreach programmes.
FOUNDING AND SUSTAINABILITY OF CARUHEF
A. Initial founding of the Fund
There are three categories
This group constitutes seven categories:
a) Founding members of the Board of Trustees (This category shall contribute not less than TZS 1,000,000/-)
b) SAUT Council members (This category shall contribute not less than TZS 1,000,000/-)
c) CARUMUCO Founding Governing Board members: This category shall contribute not less than TZS 1,010,000/-
d) Founding CARUMUCO staff: Each member under this category shall contribute not less than TZS 500,000/- and must be a permanent member of the fund.
e) Founding Students (Current students and Alumni): A contributor of this category shall contribute not less than TZS 100,000/- and must likewise be a permanent member of the fund.
f) Individual founders (Non-CARUMUCO family members): each member falling under this category shall contribute not less than TZS 1,000,000/-
g) Institutions and Corporate organisations: A contributor under this category shall contribute not less than TZS 5,000,000/-
They fall into two categories;
i. Individual Persons: Individual Persons: Each member of this category shall contribute not less than TZS 100,000/- (100,000 – 999,999/-).
ii. Institutions and Corporate organisations: Each contributor this category shall contribute not less than TZS 3,000,000/- (3,000,000 – 4,999,999/-).
III. Founding Friends
This category constitutes the Fund founding friends. They fall into two categories;
i. Individual Persons: Member of this category are those who shall contribute any amount less than TZS 100,000/- (1– 99,999/-).
ii. Institutions and Corporate organisations: Each member fall under this category shall contribute not less than 2,000,000/- (2,000,000 – 2,999,999/-)
B. Sustainability of the Fund
The sustainability of the Fund will be achieved through Permanent Membership fees, Donations, Investments and fundraising activities.
i. Permanent membership
All those that will have participated in the initial contribution and others will be invited to constitute initial permanent members of the Fund. The annual permanent membership fee is based on the following categories: Tanzanite, Platinum, Gold, Silver, and Bronze categories for individual persons and corporate organisations respectively as summarized in the table below. Membership is voluntary and it is an initiative to ensure sustainability of the Fund. Members will be called upon to contribute the stipulated amount annually and work together to win more permanent members of the Fund.
The fund will seek donations from various individual persons and organisations as part of ensuring sustainability.
The fund will establish profitable investments in ensuring its sustainability to support the development of the college.
iv. Fundraising events
The fund will strategically organise local, regional, national and international fundraising events as part of sustaining it.
CARUMUCO is an apostolic result; it is the fruit of Church's mission and therefore is a response to God's plan. Therefore, let us always be invigorated by the confidence that “God works with those who love him, those who have been called in accordance with his purpose, and turns everything to their good” (Rom 8:28).
